The CNAE (Classificação Nacional de Atividades Econômicas) is the code Brazil uses to identify what a company does, and it is far more than a label: it decides which tax regime the company can use, which taxes and rates apply, whether the activity can be a MEI, and what licences it needs. Fixing it later means amending the contrato social and updating the CNPJ — work that is avoided by getting the code right at the start.

The safe approach is to list every activity the company will carry out before choosing codes, then map them to a primary and the necessary secondaries. An accountant or an online accounting service defines the CNAE together with the tax regime, precisely because the two are linked. When the business later adds or drops an activity, the CNAE has to be updated in the contrato social and reflected in the CNPJ record, so it keeps matching what the company really does.
